北朝鮮メディアの１０日の報道によると、金正恩朝鮮労働党総書記は同国が９月２５日～１０月９日に行った計７回の弾道ミサイルなどの発射訓練を現地指導した際に、敵の動きを注視しており「必要な場合は相応するすべての軍事的対応措置を強力に実行する」と述べた。
核兵器の使用をためらわない考えを強調し日米韓をけん制した。
また、今回の実験で戦術核運用部隊の能力が検証されたとして、個々の部隊に核使用の判断の一部を任せることもできるとの「確信」を持ったとも言及。
米韓が先制攻撃で金正恩氏を暗殺しても、核による報復が稼働する態勢を整えていることを示唆した。
１０日の報道は、９月２８日の弾道ミサイル発射は戦術核弾頭により「南朝鮮（韓国）作戦地域内の飛行場を無力化させる」目的の訓練だったと明記し、韓国への核攻撃訓練であることを隠さなかった。
１０月４日の日本列島上空を越えた発射も「日本列島を横切って４５００キロ先の水域を攻撃した」と表現し、日本全土を射程に含んでいることを改めて強調した
