中国地方の広島、島根、鳥取の3県は本年度の試験で、免許を持たない社会人を採用する対象教科を拡大。
山口県は社会人向けに免許取得費用を補助する制度を新設した。
全国で教員不足が浮き彫りになる中、各県とも実社会で経験を積んだ人材の積極的な登用を目指している。
広島県は、2012年度実施の試験から教員免許がない社会人の特別選考を高校の工業科と看護科で始めた。
本年度は対象を高校の福祉科にも広げる。介護福祉士か看護師の資格を持ち、正規職員として5年以上の
勤務経験があることなどが受験条件。採用する場合、県教委が特別免許状を出す。
特別免許状を持つ教員は交付を受けた都道府県だけで教壇に立てる。
島根県も本年度、特別免許状による社会人採用試験に高校の情報科を追加。
鳥取県も中学、高校の家庭科と中学の技術科を加えた。
