ウクライナを侵攻したロシアが戦争で苦戦する中、ロシアの崩壊に対する準備が必要だという主張が８日（現地時間）、米国であった。
米ラトガーズ大のアレクサンダー・モティル政治学科教授はフォーリンポリシー（ＦＰ）への寄稿で「今がロシアの崩壊を準備する適期」と題し、このように主張した。
モティル教授はナポレオンの敗戦とフランス帝国の崩壊などの事例を挙げながら「戦争や革命、経済危機などの事件が発生した後、国家が崩壊した事例が歴史に多くある」と紹介した
続いて「ウクライナでロシアの敗色が濃厚になった後、ロシアでどんなことが生じるかについて、多様なシナリオが出てきている。最も可能性があるのはプーチン大統領が権力を手放した後に極右国家主義者と権威主義的な保守主義者などの間の深刻な権力闘争」とし「我々は誰が勝つか分からないが、権力闘争はロシアの体制を弱め、弱まった体制と誤作動する経済は不満を抱くロシアの人々の街頭デモにつながるはずで、一部のデモ隊は武装する可能性もある」と説明した。
