たぶんなんだけど、約分しないのは法律とか公務員の文化。
先日、ある法律の条文で「国はその十分の五を負担する」みたいなのを見た。「半分」とか「二分の一」と書いてしまうと、数字を改正する時の条文変更字数が大きくなり、もし行数が増えたりなんかするとレイアウト変更のコストが高い。
