北朝鮮は、日本が「在日本朝鮮人総連合会（朝鮮総連）」を不当に弾圧しているとして、「総連と在日朝鮮人に対する迫害と弾圧は、われわれ共和国の尊厳と自主権に対する挑戦だ」と警告した。
朝鮮中央通信は16日、「日本の反共和国、反総連敵対策動は、高い対価を払うことになるだろう」として、このように明かした。
通信は「日本（日本人）は総連と、幼い朝鮮学校の生徒たちまで脅威に陥れている」とし、「最近、右翼たちが総連機関と在日朝鮮人に対する卑劣な悪行を続けているなか、われわれの学校と学生らに脅迫や暴行、暴言を強行した事件だけでも12件にのぼる」と指摘。
そのうえで「日本人、日本は共和国（北朝鮮）と総連に対して国土の敵対感、恐怖心を吹きこみながら、対朝鮮侵略策動を正当化する一方、軍事大国化を進めながら有利なかたちに持っていこうとしているのだ」と主張した。
