中小は新入社員入っても、人数が足りてない所に入るから希望は基本的に通らない
要は、穴埋め要因

しかもそういう所は基本ブラック部署だから、毎年入っては辞めてを繰り返している
それで、上司は毎年「根性が足りなかった」と部署の雰囲気や育成について改善を行わない
