リニア｢水問題｣新聞が報じない静岡県の大矛盾

県外流出する水量は年間変動幅のわずか0.5％

リニア静岡問題を議論する国の有識者会議で、水循環研究の第一人者、沖大幹・東京大学教授（水文学）が静岡県の姿勢を厳しく批判した。

沖発言の基になったJR東海作成の「水循環図」が、リニアトンネル掘削による大井川下流域への影響があまりに小さいことを教えるが、会議を取材した新聞、テレビは一切、報道しなかった。沖教授の“爆弾発言”も川勝平太静岡県知事らは無視したままである。

沖教授は、大井川下流域の河川流量の変動幅約9億立方メートルに着目して、「トンネル掘削による県外流出量は（最大）500万立方メートルや300万立方メートルであり、非常に微々たる値だ。これを問題視するのであれば、静岡県は年に何億立方メートルも変動する水量をいかに押さえて、住民が安定して水を使えるように努力しているのか」など疑問を投げ掛け、県の姿勢を正した。

500万立方メートルは変動幅約9億立方メートルの0.55％と極めてわずかにすぎない。リニア工事による県外流出量は年間の変動幅に吸収されてしまう値である。県も、国や中電などの公表データを把握しているから、大井川下流域の豊富な水循環量を十分、承知しているはずだ。
